Description of Project:

The road map aims to assess and enhance the capabilities of the Hydrometeorological Service of Uzbekistan (Uzhydromet) in providing weather, climate, and hydrological information and services to meet the needs of various stakeholders. It identifies gaps and challenges in current services and proposes strategies for improvement. The road map outlines scenarios for modernizing Uzhydromet over short, intermediate, and long-term periods, with a focus on enhancing service delivery, institutional strengthening, capacity building, and modernizing observation networks and forecasting systems. The ultimate goal is to improve public safety, protect livelihoods and properties, attract investors, and safeguard economic investments in Uzbekistan.

Description of actual services provided by our staff within the assignment:

  • Assessment: Analyzed Uzhydromet’s current capabilities, including infrastructure and service delivery.
  • Road Map Development: Created a strategic plan to enhance hydrometeorological and early warning services in Uzbekistan.
  • Stakeholder Engagement: Collaborated with government ministries, economic sectors, and other stakeholders to understand user needs.
  • Scenario Planning: Developed three modernization scenarios to address immediate and long-term needs.
  • Service Delivery Enhancement: Proposed measures to improve communication, early warnings, and access to weather information.
  • Institutional Strengthening: Recommended activities to enhance staff capabilities and establish effective institutional mechanisms.
  • Infrastructure Modernization: Suggested initiatives to upgrade observation networks, data management systems, and forecasting tools.
  • Socioeconomic Analysis: Conducted a cost-benefit analysis to demonstrate the potential benefits of investing in hydrometeorological services and early warning systems
